Integrity and Transparency Assessment of Government Contractors (ITAGC)
The Office of the National Anti-Corruption Commission (Office of the NACC) has continuously integrated and developed the Integrity and Transparency Assessment of Government Contractors (ITAGC) as an assessment tool for evaluating integrity and transparency in the operations of private-sector entities that serve as vendors or contractual parties to government agencies. The assessment tool has been piloted since fiscal year B.E. 2565 (2022).
The development of this assessment tool is consistent with three relevant laws, namely: the Organic Act on Anti-Corruption B.E. 2561 (2018), particularly Sections 32, 126, 127, 128, and 176; the Public Procurement and Supplies Administration Act B.E. 2560 (2017); and the Act on Offences Relating to the Submission of Bids to State Agencies B.E. 2542 (1999).
The assessment is intended to serve as a constructive and positive evaluation mechanism that promotes responsible and trustworthy business relationships between private-sector entities and government agencies. It also aims to mitigate the risk of private-sector entities becoming unintentionally involved in corruption within government agencies, particularly in high-risk, high-budget public-sector projects that may have a broad impact on the public.
This objective is consistent with Section 63 of the Constitution of the Kingdom of Thailand, which requires the State to promote, support, and educate the public regarding the dangers arising from corruption and misconduct in both the public and private sectors. The State is also required to establish effective measures and mechanisms to strictly prevent and eliminate such corruption and misconduct, as well as mechanisms that encourage members of the public to collectively participate in awareness campaigns, anti-corruption activities, and the reporting of suspected wrongdoing, with protection provided by the State in accordance with the law.
The Company adheres to the principles of good corporate governance and has therefore clearly established relevant policies and practices in its Corporate Governance and Business Ethics Manual. This is to ensure that the Company maintains sound management standards, conducts its business responsibly and transparently, has appropriate checks and balances and oversight mechanisms in place, and upholds ethical conduct in relation to the organization, external parties, and all stakeholders.
